I actually did a tutorial way back when but for my Giorno costume… it’s Ben Nye creme liner in Gecko Green applied with a lip brush over white or green eyeliner used as lipliner, with some home-made green lip gloss (green eyeshadow crushed and put into clear lip gloss) and then green glitter over that. FABULOUS!

Ben Nye creme liner makes a decent lipstick substitute for plenty of weird colors. It’s what I use for blue or green, anyway.
